            The company was formed in November 1996 by Stafford Pease, formerly with Southern California Edison’s Environmental Engineering Department.  Delta has grown to include an experienced staff including senior members from leading national consulting companies.  Table 1 below lists the present staff along with a summary of their experience.

                The Table below shows that Delta has over 240 years of experience to apply to customer service.  The average Delta Employee carries more than 10 years of direct experience in Stack Emission Measurement.

Mercury ICR Testing Pollution Control Evaluation, Program Chemist for seven coal-fired units using Ontario Hydro methodology.

 

Coke/hazardous waste-fired air toxics and compliance testing.  (National Cement Company)  Managed and executed coke/hazardous waste-fired air toxics and criteria compliance testing programs annually since 1989.  Conducted first AB2588 test in California at NCC and conducted BIF testing in 1992, 1995, and 1996.  Continues to manage current trial burn activities.

RECENT PROJECTS:

SCAQMD Regional Clean Air Incentives Market (RECLAIM) Activities (Southern California Edison)

Conducted emissions test to evaluate the existing continuous emissions monitoring systems (CEMS) capability for meeting RECLAIM requirements.  The test program results were also used for CEMS certification required by SCAQMD Rule 1135.

SCAQMD Regional Clean Air Incentives Market (RECLAIM) Activities (ARCO - Los Angeles Refinery)

Conducted CEMS Relative Accuracy Test Audits (RATA's) in support of CEMS certification and Quality Assurance Test Programs.

Clean Air Act Amendments Compliance Audit (Naval Facilities Engineering Command)

Member of technical support staff responsible for conducting air emission inventories and regulatory reviews for the Portmouth Naval Shipyard in Kittery, ME, Naval Underwater Weapons Station in Newport, RI and  Naval Underwater Weapons Station in New London, CT.  The project was initiated to identify air regulations and compliance issues which will be imposed by the Clean Air Act Amendments (CAAA).  The information will be used as support documentation during the preparation of the facility Title V operating permits.  Project responsibilities included site inspections of the facility air emission sources, preparing air emission estimates from all sources and identifying Federal and State Air Emission regulations applicable to the facility sources.

Screening Emission Measurement Program Conducted to Evaluate Regional Clean Air Incentive Market (RECLAIM) allocations (Aluminum Company of America - ALCOA)

Served as project manager for conducting a survey of emissions from various combustion sources at the ALCOA facility.  Emission measurements were conducted using an ENERAC 2000 portable combustion gas analyzer and emission factors developed from concentration measurements.  The emission factors were compared to generic emission factors used to assess the facility RECLAIM allocations.

Superfund Amendments and Reauthorization Act (SARA) Report (Weyerhauser Paper Company)

Served as project manager for the preparation of an air toxic inventory and waste discharge report for the paper production facility located in Santa Paula, CA.  Sulfuric Acid releases were evaluated from the facility water treatment processes.  The final report was submitted to the EPA by electronic media.

Refined Health Risk Assessment (HRA) (Aluminum Company of America - ALCOA)

Served as task manager responsible for preparing a refined AB 2588 HRA.  The HRA included an extensive review of the Air Toxics Inventory Report (ATIR), conducting a screening HRA, negotiating changes to the facility ATIR and conducting a refined dispersion model and health risk analysis.

AB 2588 Emission Inventory Report (Golden West Refining Corporation)

Served as Project manager for preparing the 1991 AB 2588 Air Toxics Inventory Report (ATIR).  The inventory report included emission quantifications from tanks, heaters, boilers, sumps, oil/water separators, pipeline fugitives, a cooling tower, a catalyst reforming units, and other miscellaneous equipment.  Correlation equations were used to evaluate fugitive emissions from piping components which significantly reduced emission estimates from the previously reported emissions.

Permit Preparation for Two Steam Generators (Sunland Refining Corporation)

Prepared permits for two steam generators operated by the Sunland Refinery in the San Joaquin Valley Unified Air Pollution Control District.  The steam generator permits were prepared in accordance with the New Sources Review (NSR) requirements.

Toxic Air Emission Test Program (City of Los Angeles)

Served as Project manager for an air emission test program at the Tillman Water Reclamation Facility.  The test program was conducted in support of new source requirements for the phase II expansion of the facility.  The test program was conducted with newly developed emission measurement techniques.  SCAQMD source testing, engineering and laboratory staff witnessed the test to evaluate the development of new test procedures for POTW's.

AB2588 Air Toxics Emission Inventory Report (Twenty Nine Palms Marine Corps Air Ground Combat Center)

Served as Project manager for the preparation of the facility AB2588 Air Toxics Emission Inventory Report.  Toxic emission estimates were conducted for coating process, miscellaneous material usage’s, IC combustion engines, heaters, boilers, one incinerator, a hospital ETO sterilizer, welding operations, storage tanks, fugitive emissions, and the facility wastewater treatments system.

Boiler Tune-Up (Simi Valley Hospital)

Project manager responsible for conducting semi-annual boiler tune-ups of two boilers operated by the Simi Valley Hospital in Ventura County.  Tune-ups are conducted in accordance with Ventura County Air Pollution Control District (VCAPCD) rule 74.15.

Air Toxics Emission Reduction Alternative Evaluation (Texaco, Inc., Bakersfield Refinery)

Served as task manager responsible for reviewing portions of the refinery AB 2588 Emissions Inventory Report and evaluating emission reduction alternatives for process equipment at the Bakersfield refinery.  Evaluated cost of the various control measures.

Quantification of NMHC Emissions From the Well Vent Vapor Recovery System (Texaco, Inc., Bakersfield Oil and Gas Production)

Served as Project manager responsible for the test protocol development, test program implementation, and final report for the quantification of non-methane hydrocarbons (NMHC) emissions from the Texaco, Kern River Field (TEOR) casing gas vapor recovery system.  The project included a test program  to determine concentration of NMHC in the various process streams and determining representative pipeline component counts for application to fugitive emission factors.

Compliance Emissions Test of Four Steam Generators (Texaco, Inc., Bakersfield Oil and Gas Production)

Served as Project manager responsible for the test protocol development, test program implementation, and final report preparation for quantifying criteria and air toxic emissions from four steam generators located in the Kern River field.  The test program included continuous emissions monitoring (CEM) of the sources as well as sampling by whole air and impinger methods.

Boiler Start-up (Naval Air Propulsion Center)

Served as Project manager responsible for the design and installation of portions of a new combustion control and burner management system for three 40,000 lb/hr boilers at the Naval Air Propulsion Center in Trenton, New Jersey.  Directed the start‑up and acceptance of two of these boilers.

Boiler Acceptance Testing (Naval Submarine Base)

Served as Project manager responsible for the inspection, tuning, and testing of four industrial boilers at a submarine base in Subic Bay, Philippines.  Final acceptance of the boilers was based on the performance evaluation provided.

RECENT PROJECTS:

Continuous Emission Monitoring Systems:

Managed Continuous Emission Monitoring System (CEMS) audit program for 33 utility boilers, 11 gas turbines, and 6 I.C. Engines.  At various times since 1992, these systems have been subject to SCAQMD Rules 218, 1135, and 2012 and 40 CFR Parts 60 and 75.  Tests performed include Relative Accuracy Test Audits, Relative Accuracy Audits, Linearity Tests, Cylinder Gas Audits, 3-Dimensional velocity tests, and gaseous stratification tests.  Prepared Quality Assurance Plan for the CEMS installed on these units.

 

Managed RECLAIM and 40 CFR Part 60 CEMS certification and audit program for a gas turbine cogeneration system.  Certifications were successfully performed with NOx concentrations below 7 ppm and CO concentrations below 1 ppm.

 

Performed RECLAIM CEMS Relative Accuracy Test Audit  at the exhaust of a baghouse serving an Electric Arc Furnace used for melting steel.  Developed program to collect representative samples and certify the system at NOx levels of approximately 3 ppm.  Tests performed included low level spike recovery test to certify the CEMS to measure concentrations less than 1 ppm.

 

Compliance Tests:

Managed quarterly compliance test program for a gas turbine cogeneration system.  Tests performed include: particulate, oxides of sulfur, reactive organic gases, ammonia, oxides of nitrogen, carbon monoxide, formaldehyde, acetaldehyde, SCR removal efficiency, and CO catalyst removal efficiency.

 

Air Toxics Measurement Programs:

Participated in several air toxics measurement programs for the Department of Energy and Electric Power Research Institute.  Measurements performed to determine emissions of PAH’s, dioxins, furans, metals, formaldehyde, toluene, benzene, particulate, and PM10.  Tests were performed on various utility boilers using CARB and EPA test methods.

PROFESSIONAL EXPERIENCE
:

 

Prior to establishing Delta Air Quality Services, Inc., Mr. Pease worked for Southern California Edison Company.  He has 24 years experience in combustion systems testing at both gas and coal-fired utility boilers where he performed source test at all of the units in the Southern California Edison system.  While at SCE, he was involved in the fabrication of a mobile laboratory and gas conditioning/sampling system.

 

 


RELEVANT EXPERIENCE:

Carnot (1991-1997)  Delta Air Quality Services (1997-to present) Mr. Wonderly was a Senior Technician for Carnot and his responsibilities included performance of emission source tests in support of compliance and research projects. Mr. Wonderly has been a Project Manager with Delta AQS since 1999. Mr. Wonderly is familiar with EPA and SCAQMD criteria pollutant sampling methods including particulate, oxides of sulfur, NOx, CO, and VOC’s.  He was a project manager for several large air toxics measurement programs performed on various types of utilities which included measurements for metals, dioxins, PAH’s, benzene, toluene, formaldehyde, and PM10.

Continuous Emission Monitoring Systems:

Project manager hundreds of Continuous Emission Monitoring System (CEMS) audits for utility boilers, gas turbines, I.C. Engines and other types of sources.  At various times since 1992, these systems have been subject to SCAQMD Rules 218, 1135, and 2012 and 40 CFR Parts 60 and 75.  Tests performed include Relative Accuracy Test Audits, Relative Accuracy Audits, Linearity Tests, Cylinder Gas Audits, 3-Dimensional velocity tests, and gaseous stratification tests.

 

 

Compliance Tests:

Project manager in dozens of compliance test programs for numerous combustion and industrial facilities, including utility boilers, co generation plants, landfills, industrial facilities, cement kilns and various other types of facilities. Tests performed include: particulate, oxides of sulfur, reactive organic gases, ammonia, oxides of nitrogen, carbon monoxide, formaldehyde, acetaldehyde, metals, dioxins, PAHs, SCR removal efficiency, and CO catalyst removal efficiency.

 

 

Air Toxics Measurement Programs:

Participated in several air toxics measurement programs for the Department of Energy and Electric Power Research Institute.  Measurements performed to determine emissions of PAH’s, dioxins, furans, metals, formaldehyde, toluene, benzene, particulate, and PM10.  Tests were performed on various utility boilers using CARB and EPA test methods.
