PROFESSIONAL EXPERIENCE:

 

·         Carnot (1987 to 1997) Manager, Chemical Emissions Assessment Division.  Managed division and projects with an emphasis on chemical measurements in support of regulatory decisions and engineering evaluations, including control device assessment.  Significant projects focused on those that included specialized testing and analysis applications for air toxics and process plant evaluations.

 

·         Managed projects with revenues totaling $5,000,000 (5% to 15% of annual company revenue since 1989.)

·         Provided technical direction for Emissions Measurement Division for air toxics programs

·         Borax Research Corporation (1980 to 1987)  Analyst, Technical Services Department.  Performed a wide range of organic and inorganic analyses in support of mining, metallurgy, chemical plant and customer service operations.  Project work emphasized research conducted to apply analytical techniques to specific sample matrices for engineering evaluations, product quality and regulatory reporting.  Projects included analytical method development for ion chromatography; hydride generation analyses of mercury, arsenic and selenium; and metals analyses and speciation.

RECENT PROJECTS:

 

Coke/hazardous waste-fired air toxics and compliance testing.  (National Cement Company)  Managed and executed coke/hazardous waste-fired air toxics and criteria compliance testing programs annually since 1989.  Conducted first AB2588 test in California at NCC and conducted BIF testing in 1992, 1995, and 1996.  Continues to manage current trial burn activities.

 

PISCES, Nickel Speciation testing and EPA reporting  (Electric Power Research Institute - EPRI)  Managed PISCES program conducted at an oil-fired unit.  Developed quality assurance program for field testing and analytical protocols.  Developed and managed reporting to the EPA of Carnot’s oil-, gas- and coal-fired PISCES programs.  Managed nickel speciation program at 4 oil-fired utilities to provide data to the EPA.

 

Mercury testing and mass balances (Southern California Edison and Minnesota Power)  Conducted mercury emissions testing and evaluation mercury distribution to ash and effluent streams on 4 coal-fired units.

 

Air Toxics Hot Spots (AB2588) inventory test programs (Southern California Edison)   Conducted Air Toxics Hot Spots (AB2588) inventory test programs.  Served as project leader and field team leader.  Developed technical approach and quality assurance for pooled testing with SCAQMD and CARB, meeting state deadline before guidance was issued from the agencies.

 

Air toxics test program (GWF)  Managed air toxics test programs in support of permit approval and AB2588 reporting requirements at GWF’s five Bay Area and Hanford facilities.
