PROFESSIONAL EXPERIENCE:

 

·         Carnot (1992-1996): Assistant Manager, Emission Measurement Division.  Managed engineering and compliance air emission source testing programs in value up to $800,000.  Sources included utility and industrial boilers, gas turbines, I.C. engines, refinery processes, and furnaces.  Responsible for client and regulatory agency interaction.  Prepared proposals, source test protocols, source test reports, and quality assurance plans.   Direct supervisor for technicians.  Responsible for scheduling of source test equipment and personnel.

 

·         R-C Environmental Services & Technologies (1990-1992): Responsible for managing the air emission source test division.  Responsibilities included overseeing personnel and assuring equipment maintenance.  Project manager for source test projects in value up to $200,000.  Other responsibilities included client/regulatory interaction, proposal development, source test protocols, data reduction and validation, QA/QC, and report preparation.

 

RECENT PROJECTS:

 

Continuous Emission Monitoring Systems:

Managed Continuous Emission Monitoring System (CEMS) audit program for 33 utility boilers, 11 gas turbines, and 6 I.C. Engines.  At various times since 1992, these systems have been subject to SCAQMD Rules 218, 1135, and 2012 and 40 CFR Parts 60 and 75.  Tests performed include Relative Accuracy Test Audits, Relative Accuracy Audits, Linearity Tests, Cylinder Gas Audits, 3-Dimensional velocity tests, and gaseous stratification tests.  Prepared Quality Assurance Plan for the CEMS installed on these units.

 

Managed RECLAIM and 40 CFR Part 60 CEMS certification and audit program for a gas turbine cogeneration system.  Certifications were successfully performed with NOx concentrations below 7 ppm and CO concentrations below 1 ppm.

 

Performed RECLAIM CEMS Relative Accuracy Test Audit  at the exhaust of a baghouse serving an Electric Arc Furnace used for melting steel.  Developed program to collect representative samples and certify the system at NOx levels of approximately 3 ppm.  Tests performed included low level spike recovery test to certify the CEMS to measure concentrations less than 1 ppm.

 

Compliance Tests:

Managed quarterly compliance test program for a gas turbine cogeneration system.  Tests performed include: particulate, oxides of sulfur, reactive organic gases, ammonia, oxides of nitrogen, carbon monoxide, formaldehyde, acetaldehyde, SCR removal efficiency, and CO catalyst removal efficiency.

 

Air Toxics Measurement Programs:

Participated in several air toxics measurement programs for the Department of Energy and Electric Power Research Institute.  Measurements performed to determine emissions of PAH’s, dioxins, furans, metals, formaldehyde, toluene, benzene, particulate, and PM10.  Tests were performed on various utility boilers using CARB and EPA test methods.
